STRATEGY FOR ENSURING FOOD SECURITY IN TARABA STATE, NIGERIA
Abstract
This study investigated the strategies for ensuring food security in Taraba State, Nigeria. The specific objectives were to describe the socio-economic characteristics of farming households; assess the current level of food security among the households; identify the food security strategies employed by the households; analyze the factors influencing the choice of food security strategies; and identify the constraints to achieving food security in the state. A multi-stage sampling technique was used to select 360 farming households from the three senatorial districts of the state. Primary data were collected using a structured questionnaire and analyzed using descriptive statistics, the Household Food Insecurity Access Scale (HFIAS), a Multinomial Logit (MNL) model, and a Likert-type scale. The findings revealed that a significant proportion of households in Taraba State are food insecure, with the HFIAS analysis showing that 48% of the households were severely food insecure. The most common food security strategies employed were mixed cropping, the use of early-maturing varieties, engagement in off-farm income activities, and the sale of livestock. The MNL analysis showed that age, education, household size, farm size, access to credit, and membership in farmer organizations were significant determinants of the choice of strategy. The major constraints identified were lack of access to credit, high cost of inputs, poor infrastructure, and the impacts of climate variability. The study concluded that while households are actively engaged in strategies to secure their food supply, their efforts are hampered by significant structural and institutional barriers. It was recommended that the government should prioritize investments in rural infrastructure, improve access to credit and agricultural inputs, and strengthen extension services to promote the adoption of sustainable food security strategies.
Chapter One – Introduction
1.1 Background of the Study
Food security is a fundamental human right and a cornerstone of national development. It exists when all people, at all times, have physical, social, and economic access to sufficient, safe, and nutritious food that meets their dietary needs and food preferences for an active and healthy life. Achieving food security is a central objective of governments worldwide and is a key pillar of the Sustainable Development Goals (SDGs), particularly SDG 2 (Zero Hunger). The failure to achieve food security has profound consequences for human health, economic productivity, and social stability. (Food and Agriculture Organization [FAO], 2021).
Nigeria, despite its vast agricultural potential, continues to face significant challenges in ensuring food security for its rapidly growing population. The country is characterized by a paradox: a large proportion of its labor force is engaged in agriculture, yet it remains a major food importer. The performance of the agricultural sector has been constrained by a range of factors, including low productivity, poor infrastructure, limited access to credit and inputs, and the increasing impacts of climate change. The result is a situation where millions of Nigerians are food insecure. (World Bank, 2022).
Taraba State, located in the North-Eastern geopolitical zone of Nigeria, is often referred to as “Nature’s Gift to the Nation” due to its abundant agricultural potential. The state is endowed with vast areas of fertile land, a favorable climate, and abundant water resources. It is a major producer of a variety of crops, including maize, rice, cassava, yam, and soybeans, as well as livestock. Despite this immense potential, a significant portion of the state’s population still experiences food insecurity. The challenge is not a lack of resources but rather the effective harnessing of these resources. (Taraba State Agricultural Development Programme [TSADEP], 2020).
The concept of food security is multi-dimensional, encompassing four key pillars: availability, access, utilization, and stability. Availability refers to the physical presence of sufficient food. Access refers to the economic and physical ability of households to obtain that food. Utilization refers to the body’s ability to absorb and use the nutrients from food, which is influenced by factors like health and sanitation. Stability refers to the consistency of the other three pillars over time. A comprehensive analysis of food security must consider all four dimensions. (FAO, 2021).
The measurement of food security at the household level can be done using various tools. One widely used tool is the Household Food Insecurity Access Scale (HFIAS). The HFIAS is a survey-based instrument that measures the “access” dimension of food insecurity by asking households about their experiences related to food anxiety, insufficient quality, and insufficient quantity over a reference period. The responses are used to create a score that categorizes households into different levels of food insecurity, from food secure to severely food insecure. (Coates, Swindale, and Bilinsky, 2017).
Households are not passive victims of food insecurity; they actively employ a range of strategies to secure their food supply and mitigate the risk of hunger. These strategies can be classified in various ways. They include: (1) production-based strategies, such as mixed cropping, the use of improved varieties, and irrigation; (2) income-based strategies, such as engaging in off-farm employment or starting a small business; (3) consumption-based strategies, such as reducing portion sizes or eating less preferred foods; and (4) asset-based strategies, such as selling livestock or other assets to purchase food. The choice of strategy depends on a household’s specific circumstances. (Ellis, 2018).
The choice of food security strategy is influenced by a complex interplay of factors. These include the socio-economic characteristics of the household, such as age, education, gender, and household size. The resources available to the household, such as land, labor, and capital, also play a crucial role. The institutional environment, including access to credit, extension services, and markets, is another key determinant. Furthermore, external factors like climate variability and market price fluctuations can influence the choice of strategy. Understanding these determinants is essential for designing effective interventions. (Barrett, Reardon, and Webb, 2017).
The constraints to achieving food security in Taraba State are numerous and interlinked. A primary constraint is the low productivity of agriculture, driven by the use of traditional farming methods, a lack of access to improved inputs, and declining soil fertility. Poor rural infrastructure, particularly roads, makes it difficult and expensive to transport food from surplus to deficit areas. The lack of access to credit prevents farmers from investing in productivity-enhancing technologies. The increasing impacts of climate change, including erratic rainfall and droughts, are adding another layer of risk. (TSADEP, 2020).
The role of government and other stakeholders in ensuring food security is critical. Governments have a responsibility to create an enabling environment through appropriate policies, investments in public goods (like infrastructure and research), and the provision of safety nets for the most vulnerable. The private sector plays a key role in input supply, food processing, and marketing. Civil society organizations and development partners also contribute through advocacy, capacity building, and direct support to communities. A multi-sectoral approach is essential. (World Bank, 2022).
This study is therefore designed to provide a comprehensive analysis of the strategies for ensuring food security in Taraba State. It will assess the current level of food security among farming households, identify the strategies they employ to secure their food supply, analyze the factors that influence their choice of strategy, and identify the key constraints they face. This will provide valuable evidence for policymakers, development organizations, and other stakeholders seeking to design effective interventions to eradicate hunger in the state. (Emmanuel and Okafor, 2022).
The findings of this study are expected to be of significant value to a wide range of stakeholders. For policymakers, the study will provide evidence on the current food security situation and the key drivers of food insecurity, which can inform the design of targeted policies and programs. For development organizations, the study will inform the design of projects that support household food security. For the farmers themselves, the study will provide insights into the strategies that are most effective and the barriers that need to be overcome. Ultimately, the study aims to contribute to the achievement of food security for all in Taraba State. (World Bank, 2022).
1.2 Statement of the Problem
Taraba State, despite its immense agricultural potential and its moniker as “Nature’s Gift to the Nation,” is not immune to the challenge of food insecurity. The core problem is that a significant proportion of the state’s farming households are unable to reliably access sufficient, safe, and nutritious food. This paradox of potential versus reality is driven by a complex web of constraints that are not being adequately addressed by current policies and programs. The specific strategies that households use to cope with food insecurity, and the factors that enable or constrain these strategies, are not fully understood. (TSADEP, 2020).
A fundamental problem is the gap between food production and the state’s consumption needs. While the state is a net producer of some crops, it also experiences seasonal food shortages and relies on imports from other states to meet its needs. The problem is that this production gap is often due to low yields, resulting from the use of outdated farming practices, limited access to improved inputs, and poor soil fertility. The failure to maximize agricultural productivity is a primary driver of food insecurity. (FAO, 2021).
The problem of the limited access to agricultural credit is a major structural barrier. Farmers need capital to purchase inputs like improved seeds, fertilizers, and to invest in irrigation. The problem is that many smallholder farmers in Taraba State lack access to formal credit from banks and other financialinstitutions, due to a lack of collateral and the perceived high risk of agriculture. This financial constraint prevents them from investing in the productivity-enhancing technologies that could lift them out of food insecurity. (ArmendΓ‘riz and Morduch, 2018).
There is a significant problem with the poor state of rural infrastructure, particularly roads and storage facilities. Many farming communities are located in remote areas, accessible only by poorly maintained roads. The problem is that this makes it difficult and expensive to transport food to markets, leading to high post-harvest losses and low farm-gate prices. The lack of adequate storage facilities further exacerbates these losses, as farmers are forced to sell their produce immediately after harvest, often at very low prices. (World Bank, 2022).
The issue of the increasing impacts of climate variability is a critical and growing challenge. The state is experiencing more erratic rainfall patterns, longer dry spells, and occasional floods. The problem is that these climate shocks are disrupting agricultural production, leading to crop failures and livestock losses. The vulnerability of the rain-fed agricultural system to climate variability is a major threat to food security. The need for climate-smart agricultural practices is urgent. (Intergovernmental Panel on Climate Change [IPCC], 2021).
The problem of the weak linkage between agricultural research and the farming community is a systemic issue. Improved, high-yielding, and climate-resilient crop varieties have been developed by research institutions, but their adoption by farmers is often low. The problem is that the mechanisms for disseminating these technologiesβthe extension servicesβare underfunded and understaffed. The breakdown in the research-extension-farmer linkage means that the benefits of scientific research are not reaching the farmers who need them. (Van den Ban and Hawkins, 2018).
There is a significant problem with the lack of a comprehensive, evidence-based strategy for food security in the state. While various programs and initiatives exist, they are often fragmented, underfunded, and not based on a clear understanding of the specific challenges facing different categories of farmers. The problem is that the absence of a coherent strategy leads to the inefficient use of scarce resources and a failure to achieve maximum impact. An integrated, multi-sectoral approach is needed. (TSADEP, 2020).
The problem of post-harvest losses is a major source of inefficiency in the food system. A significant portion of the food produced in the state is lost between harvest and consumption due to poor handling, inadequate storage, and a lack of processing facilities. The problem is that this lost food represents a massive waste of resourcesβland, labor, water, and inputsβand could have been used to feed the food-insecure population. Reducing post-harvest losses is a critical strategy for improving food security. (FAO, 2021).
The issue of the lack of diversification of livelihoods is a key vulnerability factor. Many rural households are heavily dependent on agriculture for their livelihoods, with little or no other source of income. The problem is that this over-reliance on a single, risky sector makes them highly vulnerable to shocks, such as droughts or market failures. The promotion of off-farm income-generating activities is essential for building household resilience. (Ellis, 2018).
The problem of the lack of gender-sensitive approaches to food security is a concern. Women play a crucial role in food production and household nutrition, yet they often have less access to land, credit, and extension services than men. The problem is that policies and programs that fail to address these gender inequalities may be less effective and may even exacerbate existing vulnerabilities. Empowering women is a key strategy for improving household food security. (Doss, 2018).

There is a significant problem with the lack of reliable, up-to-date data on the food security situation in Taraba State. The data that does exist is often aggregated at the national level, which masks important local variations. The problem is that this lack of disaggregated data makes it difficult for state-level policymakers to understand the specific nature and scale of the problem and to design appropriate responses. The need for a focused, state-level study is therefore paramount. (Emmanuel and Okafor, 2022).
This study is designed to address these problems by providing a comprehensive, empirical analysis of the strategies for ensuring food security in Taraba State. It will use a robust measurement tool (HFIAS) to assess the current level of food insecurity, identify the coping strategies used by households, and analyze the factors that determine their choices. The core problem this research aims to solve is the lack of evidence-based understanding needed to design a coherent and effective strategy for achieving food security in the state. (World Bank, 2022).
1.3 Aim of the Study
The aim of this study is to analyze the strategies for ensuring food security among farming households in Taraba State, Nigeria.
1.4 Objectives of the Study
The specific objectives of this study are to:
- Describe the socio-economic characteristics of farming households in Taraba State.
- Assess the current level of food security among the households using the HFIAS.
- Identify the food security strategies employed by the households.
- Determine the factors influencing the choice of food security strategies.
- Identify the constraints to achieving food security in the study area.
The following research questions were formulated to guide this study:
- What are the socio-economic characteristics of farming households in Taraba State?

- What are the food security strategies employed by the households?
- What factors significantly influence the choice of food security strategies?
- What are the major constraints to achieving food security in the study area?
The following null (Hβ) and alternative (Hβ) hypotheses were tested in this study:

1.7 Significance of the Study
This study holds significant value for a wide range of stakeholders. For policymakers at the Federal and State Ministries of Agriculture, the Taraba State Agricultural Development Programme (TSADEP), and the National Planning Commission, the findings will provide crucial evidence for the design of a comprehensive and effective food security strategy. The study will highlight the specific vulnerabilities of different groups of farmers, the strategies they are using, and the key barriers they face. This will enable the efficient allocation of resources to interventions that are most likely to have a positive impact, such as improving access to credit, investing in rural infrastructure, or strengthening extension services.
For development organizations, international partners (e.g., FAO, World Bank, IFAD), and NGOs working on food security and rural development in Nigeria, this study will be an invaluable resource. The detailed analysis of the determinants of food security strategies will help them to design and target their interventions more effectively. The study can serve as a baseline for monitoring and evaluating the impact of their food security projects. The findings on the constraints faced by farmers will inform the development of holistic support packages.
For the farming households of Taraba State and their communities , the study provides a platform for their experiences and challenges to be documented and understood. The findings will help them to see how their own coping strategies fit into the broader picture of food insecurity in the state. The study will also empower them to advocate for the support they need from the government and other partners. It will contribute to a more informed public dialogue on food security.
For researchers and academics, this study will contribute to the literature on food security, agricultural economics, and rural development in Nigeria. The use of the HFIAS and a Multinomial Logit model provides a robust methodological framework. The study’s specific focus on Taraba State, a state with immense potential yet significant challenges, provides a valuable case study. The findings will serve as a benchmark for future research and will inform the ongoing effort to achieve food security for all.
1.8 Scope of the Study
This study is focused on the strategies for ensuring food security among farming households in Taraba State, Nigeria. The geographical scope covers the three senatorial districts of the state (Taraba North, Taraba Central, and Taraba South). The study involves smallholder farming households that are actively engaged in agricultural production. The analysis covers the current period, examining the food security status and the strategies households are currently using. The study examines a range of strategies, including production-based, income-based, and consumption-based approaches. The study does not cover urban food security or the activities of large-scale commercial farms.
1.9 Limitation of the Study
This study is subject to certain limitations. The primary limitation is the reliance on self-reported, recall data, which can be subject to inaccuracies. The measurement of food security using the HFIAS is based on subjective experiences, which may vary between individuals. The cross-sectional design of the study provides a snapshot of food security at a single point in time and does not capture the seasonal and dynamic nature of food insecurity. The study is also limited to a single state, and the findings may not be generalizable to other states with different socio-economic and environmental contexts. Furthermore, the study does not measure the effectiveness of the different food security strategies in actually improving outcomes, which would be a valuable area for future research.
