COMPETENCE NEEDS OF EXTENSION AGENTS FOR AGRICULTURAL ADAPTATION TO CLIMATE CHANGE IN ANAMBRA STATE, NIGERIA
Abstract
This study investigated the competence needs of extension agents for agricultural adaptation to climate change in Anambra State, Nigeria. The specific objectives were to describe the socio-economic characteristics of extension agents; assess their current level of knowledge on climate change; identify the climate change adaptation competencies required of them; determine their current competence levels in these areas; analyze the competence gaps (training needs); and identify the constraints faced by the agents in acquiring these competencies. A mixed-methods approach was used, combining a survey of all 80 extension agents in the Anambra State Agricultural Development Programme (ASADEP) with key informant interviews of zonal coordinators. Data were analyzed using descriptive statistics, a Competency Gap Index (CGI), a multiple regression model, and a Likert-type scale. The findings revealed that while extension agents have a general awareness of climate change, their in-depth knowledge of specific adaptation strategies is limited. The most critical competence needs were identified in the areas of Climate-Smart Agriculture (CSA) practices, the use of ICTs for information dissemination, and facilitating community-based adaptation planning. The analysis showed a significant gap between the required and current competence levels in all identified areas. The regression analysis showed that age, level of education, years of experience, and participation in previous training were significant determinants of competence gaps. The major constraints identified were lack of relevant training, inadequate funding, and poor access to up-to-date information. The study concluded that there is an urgent need to re-skill the extension workforce in Anambra State to effectively support farmers in adapting to climate change. It was recommended that a comprehensive, competency-based training program on climate change adaptation be developed and delivered to all extension agents, with a focus on practical, field-based skills.
Chapter One – Introduction
1.1 Background of the Study
Climate change is an undeniable reality of the 21st century, presenting one of the most significant challenges to global food security and sustainabledevelopment. The impacts of a warming planetβrising temperatures, erratic rainfall, more frequent droughts and floodsβare already being felt across the globe, with the most severe consequences falling on vulnerable populations in developing nations. Agriculture, a sector intrinsically linked to climatic conditions, is on the front lines of this crisis. (Intergovernmental Panel on Climate Change [IPCC], 2021).
Anambra State, located in the South-East geopolitical zone of Nigeria, is an agrarian state where a large majority of the population depends on agriculture for their livelihoods. The state’s farmers cultivate a variety of crops, including cassava, yam, maize, rice, and vegetables. These agricultural systems are increasingly threatened by the impacts of climate change, including soil erosion, flooding, and unpredictable rainfall patterns. The need for effective adaptation strategies is therefore paramount to safeguard the state’s food security and rural economy. (Anambra State Agricultural Development Programme [ASADEP], 2020).
Agricultural extension services play a critical role in facilitating adaptation to climate change. Extension agents are the primary link between research institutions and farmers. They are responsible for transferring knowledge, skills, and technologies that can help farmers to reduce their vulnerability and build resilience. The effectiveness of this knowledge transfer is directly dependent on the competence of the extension agents themselves. They must be knowledgeable and skilled in the specific area of climate change adaptation if they are to be effective agents of change. (Van den Ban and Hawkins, 2018).
The concept of “competence” refers to the combination of knowledge, skills, and attitudes that an individual needs to perform a specific job or task effectively. In the context of agricultural extension and climate change, competence encompasses a wide range of areas. This includes an understanding of climate science, knowledge of climate-smart agricultural practices, the ability to communicate complex information effectively, skills in participatory approaches, and the capacity to use modern information and communicationtechnologies. (Wognum, 2019).
The role of the extension agent is undergoing a significant transformation in the face of climate change. The traditional model of simply transferring production-oriented technologies (e.g., a new seed variety) is no longer sufficient. The emerging role requires agents to be facilitators of learning, brokers of information, and advisors on risk management. They need to be able to help farmers understand the complex and uncertain nature of climate change and to co-develop locally appropriate adaptation strategies. This requires a new set of competencies. (Rivera and Qamar, 2019).
The concept of a “competence need” (or training need) refers to the gap between the competencies that are required for effective job performance and the competencies that an individual currently possesses. A competence needs assessment is a systematic process for identifying these gaps. It is a critical first step in the design of any effective training or professional development program. By identifying the specific areas where competence is lacking, training resources can be targeted where they are most needed. (Goldstein and Ford, 2018).
The measurement of competence gaps can be done through various methods, including self-assessment, supervisor assessment, and competency modeling. A Competency Gap Index (CGI) is a quantitative tool that can be used to measure the difference between the perceived importance of a particular competency and the perceived current level of competence. A large gap indicates a high training need. This index provides a rigorous and objective basis for prioritizing training interventions. (Wognum, 2019).
The determinants of competence gaps are multi-faceted. They include the socio-economic characteristics of the individual, such as age, educational background, and years of experience. They also include institutional factors, such as the availability of training opportunities, access to information, and the level of organizational support. For example, an older extension agent who has been in service for many years may have different training needs than a younger, more recently recruited agent. The rapid pace of change in climate science and adaptation practices also means that even experienced agents may need to update their skills. (Goldstein and Ford, 2018).
The constraints faced by extension agents in acquiring and applying new competencies are significant. These include a lack of relevant training opportunities, inadequate funding for professional development, poor access to up-to-date information and learning materials, and a lack of institutional support. The problem is that these constraints limit the ability of extension agents to keep their skills current and to effectively address the emerging challenges of climate change. The lack of investment in the professional development of extension staff is a major weakness in the agricultural system. (Adebayo, Oladele, and Sanusi, 2021).
The integration of Information and Communication Technologies (ICTs) into extension services is an emerging area of competence that is particularlyimportant for climate change adaptation. ICTs, such as mobile phones and the internet, offer powerful tools for disseminating climate information, providing real-time advice, and facilitating communication between farmers and experts. Extension agents need to be competent in the use of these technologies to effectively deliver climate services. The lack of ICT skills is a major barrier to the modernization of extension. (Aker, 2019).
This study is therefore designed to provide a comprehensive assessment of the competence needs of extension agents for agricultural adaptation to climate change in Anambra State. It will identify the specific competencies that are required, assess the current competence levels of the agents, and analyze the gaps. The study will also identify the key constraints that need to be addressed to enable agents to acquire these competencies. This will provide valuable evidence for designing a targeted and effective capacity-building program for the extension workforce. (Emmanuel and Okafor, 2022).
The findings of this study are expected to be of significant value to a wide range of stakeholders. For the management of the ASADEP and policymakers at the state and federal levels, the study will provide a clear roadmap for investing in the human capital of the extension service. For development organizations, the study will inform the design of capacity-building projects. For the extension agents themselves, the study will provide an opportunity for their professional development needs to be systematically assessed and addressed. Ultimately, the study aims to contribute to the development of a more competent and effective extension service that can support farmers in building resilience to climate change. (World Bank, 2022).
1.2 Statement of the Problem
The agricultural sector in Anambra State is highly vulnerable to the impacts of climate change, and the extension service is the primary mechanism for helping farmers adapt. The core problem is that the extension agents within the Anambra State Agricultural Development Programme (ASADEP) lack the necessary competencies to effectively perform this critical role. This competence gap is undermining the state’s ability to build a climate-resilient agricultural sector and is leaving farmers without the support they need. (ASADEP, 2020).
A fundamental problem is the knowledge gap among extension agents regarding climate change science and its specific impacts on agriculture in Anambra State. While agents may have a general awareness that the climate is changing, they often lack a deep, scientifically grounded understanding of the causes, the projected impacts for their region, and the specific implications for the crops and farming systems they work with. The problem is that without this foundational knowledge, they cannot provide farmers with accurate and useful advice. (IPCC, 2021).
The problem of a lack of skills in Climate-Smart Agriculture (CSA) is a critical constraint. CSA encompasses a range of practices and technologies designed to sustainably increase productivity, enhance resilience, and reduce greenhouse gas emissions. The problem is that many extension agents are not trained in these practices, such as conservation agriculture, agroforestry, and improved water management. This means they are unable to promote these vital adaptation strategies to farmers. (FAO, 2021).
There is a significant problem with the lack of competence in the use of Information and Communication Technologies (ICTs). The modern extension agent must be able to use mobile phones, computers, and the internet to access and disseminate information. The problem is that many agents lack these digital skills, which limits their ability to reach farmers efficiently and to access up-to-date climate information. The digital divide within the extension service is a major barrier to effective communication. (Aker, 2019).
The issue of a lack of skills in participatory approaches is a major concern. Effective climate change adaptation requires a shift from a top-down model of extension to a more participatory, farmer-centered approach. The problem is that many agents are trained in the old model of simply delivering messages to farmers. They lack the facilitation skills needed to engage farmers in a dialogue, to help them assess their own vulnerabilities, and to co-develop adaptation strategies that are tailored to their specific circumstances. (Van den Ban and Hawkins, 2018).
The problem of the lack of a systematic training needs assessment for the extension service is a critical gap. Training programs, when they occur, are often ad-hoc, supply-driven, and not based on a careful analysis of the actual competence gaps of the agents. The problem is that this leads to a waste of scarce training resources, as the training provided may not be relevant to the actual challenges that agents face in the field. The absence of an evidence-based approach to training is a major weakness. (Goldstein and Ford, 2018).
There is a significant problem with the aging of the extension workforce. Many extension agents are nearing retirement age, and there has been limited recruitment of younger staff. The problem is that this aging cohort may be less adaptable to new concepts and technologies, and there is a risk of a significant loss of institutional knowledge when they retire. The lack of a succession plan is a major threat to the long-term sustainability of the extension service. (Adebayo et al., 2021).
The issue of the inadequate funding for extension services is a perennial challenge. The budget allocated to the ASADEP is often insufficient to cover its operational costs, let alone to invest in the professional development of its staff. The problem is that this financial constraint means that training programs are often postponed or cancelled, and agents lack the resources they need to do their jobs effectively. The chronic underfunding of extension is a major barrier to building competence. (World Bank, 2022).
The problem of poor access to up-to-date information and learning materials is a significant barrier. Extension agents need access to the latest research findings, technical guides, and training materials on climate change adaptation. The problem is that many agents do not have access to libraries, the internet, or other sources of information. This information deficit means that they are often working with outdated knowledge and are unable to keep up with the rapid pace of change in the field. (Rivera and Qamar, 2019).
There is a problem with the weak linkage between research institutions and the extension service. The flow of new knowledge and technologies from researchers to extension agents, and then to farmers, is often broken. The problem is that this disconnect means that extension agents may not be aware of the latest research findings on climate change adaptation. The lack of a strong research-extension-farmer linkage is a major systemic weakness. (Van den Ban and Hawkins, 2018).

The issue of the lack of a clear career progression and incentive structure for extension agents is a concern. There is often little incentive for agents to upgrade their skills or take on new challenges, as this does not necessarily lead to promotion or higher pay. The problem is that this lack of a professional development framework undermines the motivation of agents to seek out training and to improve their competence. A more structured approach to career development is needed. (Wognum, 2019).
This study is designed to address these problems by providing a comprehensive, empirical assessment of the competence needs of extension agents for agricultural adaptation to climate change in Anambra State. It will identify the specific competencies that are required, measure the current competence levels, and analyze the gaps. The core problem this research aims to solve is the lack of evidence-based understanding needed to design a targeted, effective, and sustainable capacity-building program for the extension workforce. (Emmanuel and Okafor, 2022).
1.3 Aim of the Study
The aim of this study is to assess the competence needs of extension agents for agricultural adaptation to climate change in Anambra State, Nigeria.
1.4 Objectives of the Study
The specific objectives of this study are to:
- Describe the socio-economic characteristics of extension agents in Anambra State.
- Assess the current level of knowledge of the agents on climate change and its agricultural impacts.
- Identify the climate change adaptation competencies required of extension agents.
- Determine the current competence levels of the agents and analyze the competence gaps.
- Identify the constraints faced by the agents in acquiring the necessary competencies.
The following research questions were formulated to guide this study:
- What are the socio-economic characteristics of extension agents in Anambra State?
- What is the current level of knowledge of the agents on climate change and its agricultural impacts?
- What are the climate change adaptation competencies required of extension agents?
- What are the current competence levels and what are the major competence gaps?
- What are the major constraints faced by the agents in acquiring the necessary competencies?
The following null (Hβ) and alternative (Hβ) hypotheses were tested in this study:

1.7 Significance of the Study
This study holds significant value for a wide range of stakeholders. For the management of the Anambra State Agricultural Development Programme (ASADEP) and policymakers at the state and federal levels , the findings will provide a crucial evidence base for strategic human resource planning. The study will identify the specific competence areas that need to be prioritized and the corresponding training needs that must be addressed. This will enable the efficient allocation of scarce resources to training programs that are most likely to improve the effectiveness of the extension service in supporting climate change adaptation.
For development organizations, international partners (e.g., FAO, World Bank, IFAD), and NGOs working on climate change and agricultural development in Nigeria, this study will be an invaluable resource. The detailed analysis of competence gaps will help them to design and target their capacity-building interventions more effectively. The study can serve as a baseline for monitoring and evaluating the impact of their training programs. The findings on the constraints faced by agents will inform the design of more holistic and effective support packages.
For the extension agents of the ASADEP themselves , the study provides a formal platform for their professional development needs to be articulated and recognized. The findings will help them to understand the evolving expectations of their profession and the skills they need to acquire to remain relevant and effective in the face of climate change. The study can also serve as a catalyst for the development of a more structured career progression and professional development framework within the ASADEP.
For researchers and academics, this study will contribute to the literature on agricultural extension, climate change adaptation, and human resource development in Nigeria. The use of a Competency Gap Index provides a robust methodological framework for conducting needs assessments. The study’s focus on the “competence needs” of extension workers is a valuable contribution, as it provides insights into the changing nature of the profession in the context of a changing climate. The findings will serve as a benchmark for future research and will inform the ongoing debate on how to build a climate-resilient agricultural workforce.
1.8 Scope of the Study
This study is focused on the assessment of the competence needs of extension agents for agricultural adaptation to climate change in Anambra State, Nigeria. The geographical scope is Anambra State. The study involves all extension agents employed by the Anambra State Agricultural Development Programme (ASADEP), including Block Extension Agents and Subject Matter Specialists. The analysis covers the current period, examining the competencies required for effective climate change adaptation work and the corresponding gaps. The study focuses on a range of areas, including knowledge of climate science, Climate-Smart Agriculture practices, ICT skills, and participatory facilitation skills.
1.9 Limitation of the Study
This study is subject to certain limitations. The primary limitation is the reliance on self-reported data from the extension agents, which may be subject to bias, such as the tendency to overstate or understate one’s own competencies or needs. The cross-sectional design of the study provides a snapshot of the situation at a single point in time and does not capture the dynamic nature of skill development. The study is also limited to a single state’s ADP, and the findings may not be generalizable to other states with different institutional structures and contexts. Furthermore, the study does not include the perspective of the farmers themselves, which would provide a valuable external validation of the extension agents’ performance and competence needs.
1.10 Definition of Terms
For the purpose of clarity, the following terms are defined as they are used in this study:
- Competence:Β The combination of knowledge, skills, and attitudes that enable an individual to perform a specific task or role to a defined standard.
- Competence Need (Training Need):Β The gap between the current knowledge, skills, and attitudes of an individual and the competencies required to perform their job effectively.
- Extension Agent:Β An individual employed by an agricultural extension organization, such as the Anambra State ADP, who is responsible for delivering extension services to farmers.
- Climate Change Adaptation:Β The process of adjustment to actual or expected climate and its effects, aimed at reducing vulnerability and enhancing resilience.
- Climate-Smart Agriculture (CSA):Β An approach to agriculture that aims to sustainably increase productivity, enhance resilience (adaptation), and reduce greenhouse gas emissions (mitigation).
